We have ranked XcelHR lower down on our list of the top Professional Employer Organization (POE) Firms, but this company offers an impressive range of HR services, hiring support, employee benefits, payroll features, and risk and compliance management.

Users of XcelHR can enjoy HR services such as an employee handbook, a company directory, and supervisor training. XcelHR lacks employee onboarding and a company calendar, which one of our top-ranked POE firms, Oasis Outsourcing, does feature.

XcelHR features applicant screening tools, compensation and benefits package development, and employment law compliance guidance and administration assistance. So, in hiring support features, XcelHR is comparable to our top-ranked PEO firm, ADP.

When it comes to employee benefits, XcelHR is on par with ADP in offering a wide range of features, including 401(k) contributions, health savings accounts, flexible spending accounts, ACA filing, COBRA administration, direct deposits, and health reimbursement accounts. However, XcelHR lacks health advocacy.

In regard to payroll, XcelHR offers a wide range of features, such as garnishments, payroll taxes, time-off tracking, payroll reports, an employee self-service portal, and the ability to make multi-state payments. Users of XcelHR can also enjoy the rare payroll feature of ERISA reporting. However, it lacks the ability to do accounting integrations, job costing reports, time-tracking integrations, and tip allocation reporting.

Users of XcelHR will find risk and compliance features, such as filing of W-2s and 1099s, workers' compensation, and unemployment administration. XcelHR does lack a dedicated help center for risk management and compliance, instruction in OSHA compliance, and insurance consulting.

While not accredited by the Employer Services Assurance Corporation (ESAC), XcelHR enables small businesses to outsource human resource administration, such as payroll, benefits management, and more.
