If OP wants to go really budget, they could try SpyFu. Their keyword tracker is a little less reliable than SEM rush, but it's the most keywords per dollar I've seen anywhere as far as those sorts of tools go.

I used SpyFU and based my "guess" upon which ever site had the highest estimated SEO click value. It got me 100% correct. Without using SpyFU this would be terribly difficult. Sites with more backlinks were lower in ranking. Sites with better content didn't always win either.
