I've used iKrut in the past, I believe it's still free for basic functionality, and you can add modules and support as needed for a price.

I've tried ikrut and in my personal opinion I don't recommend them. A free ATS is a great idea and the head of it is a very nice guy, but I didn't find it to be a practical way to run my business's recruiting (I run a recruiting business). Basically you can't adjust anything at all in the system - even a simple thing like your signature on the emails the system sends out would cost about $800 to change. I have to say they are a very honest company and told me up front that I can't adjust anything without paying for it. And they worked very quickly once I paid them. Also though, beyond the inability to customize anything I also found it lacking in other areas which I feel are essential to my company for recruiting - like the inability to copy someone on a message I send and the inability to export and import client/candidate records (without a fee).
