TitanHQ offers a good solution. Its WebTitan content filter can be supplied as a virtual appliance that serves the same purpose, but with the advantage of being able to run on your own hardware without the need for an actual appliance. Certainly worth a look if you are trying to keep the cost down.

The website I rely on most is WebTitan—integrates with the AD and allows you to whitelist by individual or group. You can trial it for free for 30 days (which includes technical support if you need help configuring for your specific needs), and as a Spicehead, you'll be eligible for a 10% discount off list price. You'll need to download the appliance version for installation on a spare piece of hardware or VMWare server.
