We use esker fax for inbound and outbound. Somewhere around 5000 "pages" a month. since you don't care about the outbound number, you could just pick a number from their pool, but I think they want a 1-year commitment.
We used to use Esker's FLYDOC platform to send faxes, but it was about $80,000/ year to do this. We switched to Esker Fax and save tens of thousands / year doing it this way. I haven't used Fax Service Manager, but I'm all for local fax servers if the demand is there.

Do I need to choose between an on-premises and an on-demand fax solution?
It depends on your business. For businesses that don’t want one faxing solution, a hybrid fax option is available that provides all the advantages of an on-site fax server and the benefits of a cloud-based fax service.
