I use Rise Vision for the digital signage in our office and at a client. Has done everything I've needed it to.
A signage system can be very simple or massively complex. You need to understand and plan your content to evaluate what you need. A simple player and a monitor are basic minimum systems. There are many free or nearly free digital signage systems. We use Rise Vision in our demo area and find it very capable and easy to implement on single or arrayed monitors on a wide range of hardware that runs Windows.
I tried Rise Vision out recently, their web interface was extremely laggy.
