ArcGIS Online is location intelligence software designed by Esri. Smart mapping, social connectivity, and data analytics tools help users of ArcGIS Online to analyze, visualize, and share real-time location analysis data.
Esri does not list ArcGIS Online prices on their website, but you can create a public account to access pricing information.
Pros: Importing data is easy. Many file types are supported. Includes data preparation tools. Ready-to-use maps and data can be accessed. Maps can be shared and built-upon via groups.
Cons: Problems with crashes in the past. Not open source.
Bottomline: ArcGIS Online is a powerful tool that has an excellent reputation.

For measurements, I recommend ArcGIS Online. You can choose among several basemaps (upper left). Frustratingly, the UI is different from the now standard for slippy maps. Instead of scrollwheeling in and out, you have to click to zoom in. But when you do, you can make length or area measurements quite easily.

ArcGIS is the veteran. It's a complete system by Esri, including a desktop application, database server, map server, mobile apps, and cloud service. This is what's called a "heavy" Geographic Information System.
