4. Hire employees and report them to the state.
Every business, whether new or established, must submit a Business License Application (BLA) before hiring an employee. By completing the BLA you are already registered for Workers' Compensation Insurance with the Department of Labor and Industries, and for Unemployment Insurance with the Employment Security Department.
