For what it's worth, I've had Frontier's business-class internet service for about a week now without any issues at all, and fantastic consistent speeds to boot.
Frontier customer service is horrid. But the internet service is hands down better - much faster, no throttling, and more reliable.
As a whole, I like them. No outsourcing, quick to respond to issues, and now that they've got the kinks worked out, I've had almost no downtime over the last three years. Cons are that until they release the new speeds, no symmetrical service, and they've released 1Gig service in just one city here in Oregon - Beaverton - and it's way overpriced. If they roll out 1Gig to more places and make it more affordable, then it would be awesome.
I haven't had charter, but I find it hard to believe that anything is worse than Frontier. Ridiculously poor customer service and unreliable connection
